    My guess is it was used by one of the students of Apollonius of Myndus who lived at the time of Alexander the Great, that is, the 4th century BCE, and was particularly skilled in explaining horoscopes. He professed to have learned his art from the Chaldeans. It would have greatly helped him make simple astrological predictions based on the current planetary transits. If you read up about Patric Walker, one of the greatest horoscope writers of the latter part of the past century, you will find that he did not know his own birth time, therefore did not focus on house cusps. He developed his own style of accurate prediction based on planetary positions alone.
