This kind of promotional appearance would probably be close to the release of the album; it still has to be sometime in 1986. From the neon sign on the wall, we can infer that the name of the show is ヤング スタジオ 101. (Young Studio 101). According to the Japanese Wikipedia, that show started in April 1986 and ran until 1988.
