Make sure that your esp32cam is receiving adequate power (both 5V & GND) from the FTDI programmer . If jumpers don't fix , try to solder the power wires on the FTDI power pins to avoid loose connection of jumpers .

the baud rate in your code and baud rate of the serial monitor must be the same. Example: if your code has : Serial.begin(115200); then change the baud rate of serial monitor to 115200 , then try ..
