It was all a simulation, because there's only a few humans left after a great war (perhaps just Angel & Roger), where Mechadeuses fought each other & destroyed almost everything, but not enough humans left over to restart humanity, so they resort to keeping humanity alive through simulations. They play characters in these simulations endlessly, there's no other way to live as the rest of the world had been destroyed. So it's kind of like that one underground room that looks like a Star Trek holodeck is the only place in the world that isn't a smoking pile of debris. Angel was one of the last remaining humans, she was chosen to be the director of the simulation, but if she was found out to be the director by the other players the simulation gets reset. Each reset, the memories of everybody in the simulation are wiped, and they start anew playing their roles once again without even knowing why. She falls in love with Roger, has the simulation put them together whenever Roger faces a tough challenge or mystery. Her plan fails when she gets jealous of Dorothy, was going to use Big Venus to destroy the simulation and let everything DIE, let it all be destroyed as the rest of the world. Roger Smith, in one last negotiation, tells Angel not to deny herself and LIVE. Let go of the past, and focus on the present and future. So Angel resets the simulation again, this time with more love and hope, and that's why she's smiling in this new iteration of the simulation. It's an anime where it's more about the journey, rather than the destination. It doesn't matter what the past really was, or who you once were before today, let go of your past and move towards the future. EDIT: Gordon Rosewater hired the original Roger Smith to negotiate with the director Angel to have players remember their memories after a wipe, but Angel makes a wipe without any mechadeuses (Roger has no watch), where she is Roger's assistant with Dorothy (now human). There's also a great allusion to Metropolis, the 1926 film & its book. The Great War is essentially what would've happened in the 1926 Metropolis movie after they had their revolution, if they had giant robots. It's not a stretch to say that the world of Metropolis is the backstory of Big O, just slightly different. The upper class live in domes not high sky scrapers, while the lower class who are exploited so the upper class lives without worry. This is why the book is named Metropolis, and why the anime shares many of its themes. Another allusion is that the world was a long simulation that cancelled and brought back, which is a meta way of the authors thanking Cartoon Network for funding a second season, because originally they were cancelled after 1 season in Japan but western money (Cartoon Network) brought them back from the dead. The anime was initially intended for several seasons, but was cut down to just one 13 episode season. Cartoon Network helped fund (half?) of the second season, as the first season found success on Cartoon Network, but they requested the writers complete all story lines and plot by the end of the second season. This is why it kind of feels rushed, and the ending not properly explained, it was intended to last several seasons. The animators worked at Sunrise who usually do Gundam anime, so of course they added giant robots. Besides the Metropolis influence, I heard that some of the animators worked on Batman The Animated Series, and had shared visual influence with that. Authors also wanted it to be pay homage to the tokusatsu productions of the 50's & 60's they grew up with. I think I also heard that Sunrise wanted to sell toys and didn't care about the scenario, and the "just insert actors into a play so we can sell toys of giant robots" was a little meta play on that.
