It's not bugged. Turtles appear when you touch the sign and from now on you CAN'T use the fast travel inbetween turtles. If you do that you have to start again. And turtle in the air was unotticalbe for me, but it was still accepted when I used the spirit jump thingy.

Could I do a dungeon with legendary iron equipment?

you are actually not allowed to travel through the grace. If you do it normaly, every turtle will be visible

if you look for the doors with only 1 torch lit outside of them, that's the way to the boss of the dungeon.
