Thats called crossup. You try to confuse your enemy from which side you will attack so that they will block in the wrong direction and get hit. Hondas attack has to be blocked also standing because its an overhead meaning it gets through crouching block. Probably the most reasonable reason would be sagat was noob but i think you got the point ^^

He charged the turn-punch from the start of that round, add the fact that it does about 700 damage on counterhit and you have your answer.
