The flange isnt there to prevent it from being wobbly. Shim the base and caulk it after you get it sealed. That will prevent the wobbles

It does not matter about the plastic it only holds the bolt in place. the rocking toilet problem comes from the floor not bing flat and smooth. where the problem comes from is where the toilet makes contact to the floor.i know this because i am a plumber
