The easiest and cheapest is regular White Vinegar. I blacksmith and use it all the time. Depending on how rusty it is I let the items soak for a day or two. The warmer the area they are in while soaking the better. I then rinse and use a wire brush. If it wants to get a film of surface rush just naturalize it by putting it in water with some baking soda for a few hours. Then some wire brushing or a wire wheel they come out great.
