WTF is this all about? There's no evidence that he was using a phone, he's not swerving about as claimed, he's even respecting the speed limit. Since when was "going slowly" a crime? The only reason he rolled a foot or two onto the zig-zags is because you came alongside and distracted him. No wonder the police NFA'd it.
