When they are this bad I always report them all as "uncooperative", "intentional feeding", "toxic behaviour" (and select a few inside of toxic). If the game doesn't detect it automatically then you can press "add evidence" afterwards and select the same options. I ALWAYS receive a message in my mail saying that they were indeed penalized. I don't know if they actually do, maybe they take 1 reputation or something.
