Town workers and DPW do the same thing near me. 8 hour day and they work maybe 2 of em. Did community service with them for high school. They showed me ALL the ways the waste time and milk the clock. Get in at 8 and sit around till 9. Finally get to work...but drag feet incredibly slow! 1 hour task takes 3 hours. Then they talk some more. 1 hour left till quit time...They drive what they call "the loop". A stretch of road that takes too long to get back to the shop (when you're doing 15mph under speed limit) so when they get back there's no more time to get any new tasks done. So they just talk some more for 20 minutes. Just wasting tax payer money.
