A little constructive criticism, you would lower the Stress for your officers if you had less high noisy communications on the radio, so High pitch noise from HQ. So tinny!!! If I were an officer for your agency, I wouldn't be there that long. Just an FYI.

Okay they dont repond to calls with lights and sirens because that will also cause accidents. People either get in the way while trying to get out of the way or just hit the car next to them. You only go full lights and sirens when the call requires it such as a car burning when life may be in danger. Some calls just require you to get there as soon as possible. Also you dont want to tip off the person the call is about that you are on your way with lights and sirens. If the call requires it then it requires it stop micromanaging when the lights and sirens should be engagedm

You can't have quotas in law enforecement. Period. It's illegal. If you respect laws and regulations, you can't then demand quotas.

Mr. Walkinshaw, I want to first apologize for my delayed response. I had every intention of responding long before today, however, between gaining access to the information I needed as well as some events that popped up, I just kept getting delayed. I take the feedback from yourself and the rest of the community seriously and simply require the time to adequately respond. Regarding where Officer Cardona was parked, there appears to be adequate space for him to have parked and his directing traffic around him is something he can do. Upon reviewing Officer Shumake and his speeding, it has been determined that he was operating his motorcycle in response to a call, with due regard for public safety. While the circumstances of the situation were taken into account, I have nonetheless spoken with Officer Shumake to reinforce the importance of adhering to departmental expectations and ensuring that all actions align with our commitment to public safety. Through the course of my investigation I also learned that Officer Shumake was ensuring that vehicles were yielding for the ambulance/engine. He was conducting this duty having previously been requested to do so by fire department personnel. Our officers are trained to prioritize the well-being of the community while responding to calls. Your input helps us maintain the high standards I and Chief Miller have for our officers. If you have any further concerns or observations, please do not hesitate to bring them to My attention. I appreciate your understanding, Thank you, -- Christopher Arndt, Field Operations Captain Roanoke Police Department 609 Dallas Drive Roanoke TX, 76262 P: (817)491-6052 Fax: (817)491-6053

An officer shouldn't be impeding traffic unless he/she is on an active call or stop, and doing so is necessary to fulfill his/ her duty. They can't be "parked" in an active turn lane if they're looking for people to pull over, because they aren't on a stop at that point. Officers must obey all traffic laws, so long as they aren't actively responding to a call or pulling someone over. As for Officer Shumake and his speeding, the issue was not whether or not Officer Shumake was responding to a call. The issue is that officers MUST bare lights and sirens if their duty requires them to drive in a manner that would otherwise be against Texas driving laws. You say that Officer Shumake was "ensuring that vehicles were yielding for the ambulance/engine"; Ambulances/ engines respond to calls with lights and sirens every day, in ever city across the United States without aid from police. Nonetheless, if Officer Shumake determined his responsibilities included escorting the response vehicle, he needed to be traveling with lights and sirens. It's not only a matter of "adhering to departmental expectations," it's a matter of Texas state law. Lights and sirens alert the public to stay clear of, and yield to, first responder vehicles. It is a vital aspect of public safety. If an officer is acting with due regard for public safety, they will activate lights and sirens if their job requires them to speed. If they respond to a call, escort an engine, or otherwise drive in a manner that would otherwise break Texas law. without activating their lights and sirens, they are not acting with due regard of public safety.

The ticket got dismissed. I used my rights as an American to confront my accuser. In the end the prosecutor dismissed it due to the officer not being able to go to trial. This is why you should always go to trial for any ticket rather than be a sheep and just pay the ticket. I probably just saved $200-250 and the city spent no telling how much on the attorney they hire as their prosecutor. I had multiple conversations with her and she had to file motions for each which the city is billed for. Speeding tickets are all about making money for the city. If they didn’t make them money they wouldn’t write them Also, I was informed that Officer Mitchell, the officer that wrote me the ticket, who happens to be a detective, was working a overtime shift as part of a STEP program. This program was a state funded initiative to pull people over for speeding and seatbelt violations. Local police depts could apply for the grant. So basically, our tax dollars were used to pay officers overtime to write us tickets.

@@jwalkinshaw It's irrelevant if he's a family member or not.....What is relevant however is you speeding. See, had you not been speeding you wouldn't had gotten ticketed, and could've continued on with your day problem free. Seeing you deemed it necessary to post a video to try and make the officer look bad because he ticketed you is petty. This is where I'm baffled, why not just go to court, pay your fine, and be done? YOU were the reason YOU were ticketed. This is the adult equivalent of a child throwing a temper tantrum because they got in trouble for breaking the rules. Just take some accountability like a grown man, and move on.
