Ezekiel 23, when we choose to place something or someone above God, then God lets us go. He hands us over to our desires; He doesn't force us to obey Him. Ezekiel 24:13, that phrase "Because I have cleansed you, and you were not cleansed..." has a meaning that is more evident in the ancient Hebrew. As it is in english, it sounds like an oxymoron, God says He cleansed you but you weren't cleansed. However, in the original language that first phrase has the meaning of I intended to cleanse you and I worked to cleanse you. Which this is something that is true at all times and is true to today. God works to cleanse us from sin; He encourages us to recognize sin and repent of it so that we never sin again. This is a work that only God can do, but we can stop Him from doing it in us. As kweneojo said, God never changes. So God was right to punish them, and God will be always angry towards sin, but since Moses talked, God showed his mercifull side.
