ha, one thing i learned years ago is that you have a hard core of people who do not wish to stay under the roof well meaning people- as there are restrictions - such as no drugs, no alcohol, cleanliness. this was before the state got so involved when most care was being given by religious groups. what you are seeing today is an extension coupled with what happens when you decide that insane asylums are "inhumane" yet no matter the health insurance has more than 7 days of emergency mental in-patient and can leave on demand. So add mental health to our Vast drug problem and now Bidenomics and massive illegal immigration - you get these large homeless encampments.
