The root cause is the existing education system. It needs a complete, total and 180 degree overhaul and restructuring. Once the new system is properly established - India will have to wait for the children to go through the BHARTIYA education cycle before this issue can begin to be addressed. The term I’m thinking of -which I first heard from Dr. Ankit Shah - is SANATN ECONOMICS.

For faster economic growth India's current structure of governance & administration is a challenge. Centre vs state, state vs state is a challenge and also results in regional disparities. We need unitary structure and centralized administrative system & politics but decentralization of economy at the most extreme of local level. During Mauryan and Mughal era under centralized administrative India was the most prosperous . See today's China: High centralisation of politics and decentralization of economy (since 80s). But subordinate regional and local bodies should be strengthened and distributed their respective responsibilities and duties but under central oversight. In other words, a pyramidal structure of governance & administration might do better that would connect or hierarch bottom to top and prevent corruption at local levels which keeps us away at local level from being in order with the higher level organisational goal.
