If the truck was already moving before the car arrived then the car should wait back allowing room not zooming up to claim the inside lane. Retired trucker here.100% the trucks fault. 1) He cut the turn short 2) That flat piece of glass with the round one under it on the side of the door and the round one on the hood on that side aren't decorations they are called mirrors if you use them you would have seen the car. The truckers fault. He is in his lane initially, but he has to be aware of his turning side lane as he moves forward. He is responsible to stop is his trailer overlays the inside lane to avoid this collision.

The commercial driver is the professional. He should know vehicles are going to try and take the inside lane. When turning right and needing 2 lanes he should have his trailer in a position to guard the inside lane while his tractor uses and occupies the lane left of the turn lane. By setting your trailer in the a correct position you can navigate around the corner with your trailer wheels following the curb as to not allow other vehicles into your blind zone.

I am a bus driver, so these tgings are big too. I always let them pass anyways, even if they do something stupid. Always assume the other driver is an idiot. In this case, its both of them.

Truck is at fault. A trailer does not follow your trucks turning path, this is why you see people hauling trailers going into the intersection more before turning right, or else the trailer is going on the curb. Let me ask you this if it was only a single turn lane and someone is standing on the curb waiting for the light and he pulls this exact turn going on the curb and hitting a pedestrian, who is at fault then? Should the pedestrian have known not been there or should the truck driver learn how to drive? Your turning method/theory would be the same in the 2 situations. And if he couldn't pull a wider turn and needed that room for the turn, he should have drove in both lanes before the turn so he blocks both lanes, preventing this from happening.
