Little known fact. The Aruch Hashulchan in 263:19 argues on the Mishna Berurah and says kabalas shabbos can take place before plag hamincha. In light of this, I don't think it's correct to tell people to put out their lights and relight with a bracha if they lit before plag. The Aruch Hashulchan is certainly worth relying on, especially if according to him there will be chilul shabbos by putting out and relighting the lights.
