Because the opponent's Klefki has an Ability that states that if it is in the Active Spot, Basic Pokémon in play have no Abilities. Hence, Rotom cannot use Instant Charge.

Hydregion has made me not even wanna get back into tcg lmao 2 energy for 200 hp and discards three cards from the top of your deck is nuts.
Yeah it can be annoying but there are so many counters to it. Dusknoir is one of them, to hit the big numbers, and decks like Raging Bolt and Charizard can swing for some pretty big damage too.
