There are websites that you can find accommodation, you can check zoopla.com, rightmove.com, onthemarket.com etc. if you belong to any WhatsApp group or know anybody in Cardiff you can always ask them to suggest accommodation options for you. Start from these websites, put in the accommodation type that you’re searching for, example one bedroom apartment, studio apartments in Cardiff etc. I’m sure you’ll see something. All the best

If you’re going for a Research based masters or Ph.d your family can travel with you as dependents. But if you’re going for taught based masters, your family cannot join you. It can also be possible when you’re done with school and then get a job, your family can come on a visiting visa but they can’t stay.
