Community-Led Resource Recovery Workshop - Tūranga & Ruatoria
In April 2024, Community-led Resource Recovery Workshops were held in Ruatoria and Tairāwhiti.
We heard from representatives from Para Kore, Xtreme Zero Waste, Localised and Zero Waste Network, as well as the community.
What is happening in Te Tairāwhiti?
In July 2022 a Feasibility Study recommended that Gisborne District Council (GDC) proceed with a three-staged approach that was approved in March 2023.
• Stage 1: Establish a main/rural centre in Gisborne
• Stage 2: Establish a satellite centre i.e., Ruatoria/Tolaga Bay
• Stage 3: Establish further satellite/community centres i.e., Te Karaka/Tokomaru

    What is a Zero Waste Hub? Local Zero Waste Hubs are also known as Resource Recovery Centres or Community Resilience Centres. They combine reuse, repair, recycling, composting, product stewardship takeback, behaviour change and community engagement. In essence, a Zero Waste Hub is the transformation of the functions of a Transfer Station. There are already a number of successful Zero Waste Hubs bringing the circular economy to life in their communities like Xtreme Zero Waste in Whāingaroa, Wastebusters in Wanaka and Alexandra, and the Auckland Community Recycling Centre Network. Our community focused business model for Zero Waste Hubs uses recycling and reuse as a vehicle to deliver on broader social, economic and environmental outcomes such as the promotion of community development, employment, reducing the need for new landfills, local resilience, preventing pollution, saving energy, and reducing greenhouse gas emissions. Why build a Zero Waste Hub? All the goods, materials and packaging that flow out through the supply chain also need to flow back up the recovery chain so we can reuse, repair, recycle, compost etc. This is the missing piece in the thinking that created our waste problems in the first place. How to build a Zero Waste Hub Facilities and infrastructure need to be owned and operated by parties with an incentive and a desire to change the game and innovate over time. Big commercial waste companies have an interest in maintaining the status quo and this has stymied progress on resource recovery. Land based assets with services, landscaping and buildings that can be converted to new uses over time are best put in the hands of purpose driven Māori, Pasifika and Community Enterprise operators through social procurement processes so that public opex funding and other revenue streams can be converted into a public asset base. What is happening in Te Tairāwhiti In July 2022 a Feasibility Study recommended that GDC proceed with a three-staged approach that was approved in March 2023 by GDC. • Stage 1: Establish a main/rural centre in Gisborne • Stage 2: Establish a satellite centre i.e., Ruatoria/Tolaga Bay • Stage 3: Establish further satellite/community centres i.e., Te Karaka/Tokomaru In June 2024, GDC approved the design and build stage of an RRC in Gisborne as part of the Three-year Plan The next period will be focused on scoping sites, developing the design and building the partnership model alongside community.     Moving from resilience to anti-fragility in Tairiwhiti will require consensus attained via more intercultual communication. We know as communcation scientists that authentic intercultural communication often raises more differences than similarities but remains the only path to achieve common understanding and, ultimately consensus, if indeed it is possible at all.
