I think you completely dont understand how this unit works. Counters count as attacks and he counters every time he dodges, which is guaranteed on his first transformation turn. There is never really an instance where you put him in slot 1 and dont get 2 attacks aimed at you to instantly max out his buildup lol. (As 2 counters + his 2 guaranteed attacks give him the 4 attacks he needs). On top of the fact that this guy is the strongest support in the game and defensively way stronger than the agl one, while his post super counters also sit around the 24 million attack stat mark with a 77% chance to crit. The only unit pumping out more damage than him really is a revived ssbe vegeta under his domain with his support. Currently he is quite comfortably a top 2 global unit as global doesnt have LR Cell Max yet.

While he defintely has some jank I will say, I personally do not think he is the worst super eza! While he can have bad moments, I think all of it are covered by his 11 ki and 12 ki separate passives. Also, him getting the passive only after collecting orbs is just in case someone else supports from orbs acquired, it's more so to cover that base than anything. As for dodge cancelling events, while that will hurt him in the future for things like the supreme battle spectacle event, it won't hurt him now especially since a lot of the events you named like Legendary Fighter events, he can tank with relative ease. One last thing I think is worth mentioning is that ssj3 gotenks passive was made in mind for the special post team. Which has tons of rainbow orb changers as well as having it where ki links activating a bunch won't be an issue for him!
