Definitely looks like my kind of commander!

The most important thing when designing a deck is a focused strategy. *How* do you want to *win* - through normal combat damage (fatties.dec and/or tokens.dec), commander damage ("Voltron" strategy), direct damage (burn spells, pingers, mana barbs etc.), milling or stax? Your Dromar deck is clearly lacking that focus. I recommend playing dromar as a Voltron commander. He (she? it?) is a beefy 6/6 flier and wants to connect with an opponent anyways. Your commander also gives you access to the best removal colors (white and black) *and* to countermagic and superior card draw (blue), so just load your dragon up with auras (e.g. Empyrial Armor) and +1/+1 counters (e.g. Unspeakable Symbol), keep him alive with counterspells and white protective magic, and kill/bounce/counter anything your opponents try to put onto the table. Add a few pillowfort and stax pieces (Propaganda, Aura of Silence, Storm Cauldron, Feroz's Ban, etc.) and you have a *very* nasty deck with a good fighting chance at any casual table. I recently designed a Sunastian Falconer EDH deck, just with old cards. It's a big mana deck that ramps like crazy and wins through straight burn damage - Hurricane, Fault Line, Magmasaur, Bloodfire Colossus, Inferno, Latulla, Blaze/Disintegrate/Fireball etc., enhanced by cards like Furnace of Rath, Mirari and Bösium Strip. It's pretty good at controlling the board, and games are fast and fun.

The answer is yes, you can make a commander deck with using only vintage cards, as veteran magic player of 30 years, I can say say yes it’s possible, though I prefer straight up vintage casual than commander it can be done. If you have any old dual lands kicking around add them to your deck if you’ve been playing as long as me, if you have mox diamonds which are pretty pricey these days I’d use them in the deck too. It also possible to build a mono vintage commander using any of the moon legendary creatures that were in print back in the day, cards like Baron Sengir would be a good pick, but don’t forget you’ll be tied down to a theme deck, mostly vampires but they’re a always fun.
