What rat have you ever seen that looks anything like that? They haven't got massive ears like an elephant and they have 4 legs, not just a collection of bare vertebrae coming out the back of their head.

Noting that the diameter of the end of the nozzle is about 1 meter, a little over 3 ft, then the length of this mouse/rat/whatever from nose to the end of its body (i.e., without the tail) is about 12 inches or 0.31 m. That's way too big for a rat. It's also too big for a ferret. Rats and mice don't have big floppy ears ears like that. Also note that the nozzle is glowing red hot. The nozzle and engine on a Merlin 1 engine are cooled by 100 lbs (45 kg) of kerosene per second. There are similar claims with something like it on a launch on 30 May, 2020. So either there are a lot of weird animals getting through the engine and surviving hours in the vacuum of space (the 30 May 2020 launch had the movement filmed a couple of hours into the flight, and so the engine area had been in a vacuum for almost that long), or it's something else. There are similar things that happen on other rocket launches, but they don't have Elon Musk as a target. This view is around a cooling system and a tank full of liquid oxygen at about -90°C (-130°F) or less. In this video there is a vent nearby from the pumps power system (the bright flare at the top of the engine) where kerosene and oxygen are being burned to power the pumps. That are the products of burning kerosene and oxygen? Mainly water and carbon dioxide, but a small number of hydrocarbons, like benzene are also produced. So we have a stream of water vapor heading into a vacuum, so the pressure drops dramatically, so the gas cools. Right next to this is liquid oxygen and a cooling system. I wonder if water vapor might condense and then freeze, maybe even make a bit of a sludge residue in the convenient angle between the supply pipe and the engine and slosh around a bit? In a low-g environment, with the acceleration of the rocket tending to move it towards the nozzle, it will tend to stick in any place that will hold it, and move around as the rocket is guided to its correct orbit. What you are seeing is a water sludge from the exhaust of the pump motor. If you want to see the same kind of thing, fire up a small gasoline engine and run the exhaust on a really cold surface (and I mean really cold). Is there condensation? Does it tend to run down the surface and gather? If that surface were at -130°C, do you think that the water might freeze? There is a tendency for humans to see familiar things in inanimate objects. It a side effect of the very powerful pattern recognition capabilities of our brains. This manifests as pareidolia (seeing faces in inanimate objects) and other effects. That is why we see something and unconsciously make it fit something familiar: it's wired into our brains. We need to recognize this tendency and hold off, so that we can analyze the image carefully, rather than jump to conclusions. As a lot of people seem to have done in these cases.
