Um, not quite. Nintendo made the game for an event that was a collaboration between Nintendo and Dream Factory. The characters in "Yume Kojo Doki Doki Panic" were the event's mascots. Nintendo owned everything about the game aside from the playable characters. It was even made by the Mario dev team. So when it was decided that the JP Mario 2 (known as Lost Levels here in the west) was too hard and too similar to the first Super Mario Bros for the western audience, they decided to turn Doki Doki Panic into a Mario game for western localization. It probably wouldn't have even came over here if it weren't for that. The only thing about the King of the Nintendo didn't have any rights to were Dream Factory's characters. So as long as they were gone, the game was fully Nintendo's.
