I have had and seen worse. I always remove burlap gently right before I put them in hole. Next make sure that dirt is compacted around roots to eliminate air and rot. A drip irrigation would be great to achieve a healthy dose of water,if adequate rain is not happening. Otherwise plan on watering especially when temps rise. Roots will grow out and take before fall. Winter browning is common. However not enough water or too much water will cause browning as well. Best of luck. Maybe they will swap you for better ones.
