If GTA IV happens to have an update like it did recently it can mess up the files so check back to the GITHUB for the latest update. And use the x64 folder if you are on a newer PC. Also if you are on Steam make sure the STEAM Overlay option is enabled I got my game working at 60 FPS but over time you have to make the adjustments. Not sure why that is its like the mod resets itself weekly.

tried this, the game successfully transitioned to vulkan, but the game was very unstable, couldn't make any graphical change in settings, and after a while the whole game turned into an epilepsy simulator, verifying the game file integrity did not work to revert the change, i have an i5 13400f, gtx 1060 3gb, 16gb ddr4 ram so i don't know if it is my system, i played the vulkan mod for minecraft and it worked without any problems
