Founded in 1996, the Downtown Raleigh Alliance (DRA) serves as the administrator of the Downtown Raleigh Municipal Services District (MSD), which is a defined special assessment district in which property owners contribute toward enhanced services. The management and maintenance of the public realm, via the Ambassador program and Team Downtown Raleigh, account for some of the major investments made possible through the MSD. Other program investments include storefront recruitment, business retention, and community engagement programs. The DRA also leverages MSD funds in a variety of ways through marketing, communications, and promotional campaigns to attract more customers to support the development of the district.

The walking zone / "living room" zone depiction was the most glaring issue from the video IMO. The sidewalks along this street are massive, and so much of it is restricted for business use based on what went on 6-7 years ago when there were plenty of bars along the street when those that lived in the area seemingly didn't understand that they were living in a downtown district. These sidewalks a differentiating factor that are completely ignored (little to no outdoor dining, no areas to dine/sit/drink with pets, etc.). You rarely find anyone utilizing the "living room" areas with all of the blocks/seats that line the street. People regularly complain about a lack of things to do along Fayetteville St, but will also complain if much of anything changes in/around DTR. Most of what is on Fayetteville St is older office, which is tough to change. However, there are many older, relatively defunct buildings on streets around Fayetteville (Wilmington/Hargett) that have sat empty for years DTR is also an area that will never be able to have an arena - that ship sailed in the 1990s. DPAC also gets a lot of plays, which diminishes the importance of Memorial Auditorium. The main entertainment draw to DTR is Red Hat Ampitheater - which will be changing in the coming years. Some kind of large scale sports bar that would attract people to the district for dinners/lunches, game watches, etc. would be a big draw given the total lack of large sports bars outside of what is seen at Fenton in Cary.
I was not able to attend the session live. Thankful that the meeting was recorded and posted here. I agree with both the needs expressed (unique/fun shade structures, lighting and pedestrian safety) and would love if Raleigh leaning fully into an outdoor dining and cafe culture! I also saw a mention of a German-style Christmas Market, which would be lovely! I think the art is nice to have, but less critical than the other improvements. Interested to see the next update!

With about half the mass of the building dedicated to a very exposed parking deck, I am not sure I can cheer much. I am grateful for this investment, especially in tough times like these, but I surely hope they can build something taller during the next phase. Maybe wrap the parking deck with affordable units along the Hillsborough Str and Morgan Str sides, much like it was done with the L Building and the Origin Hotel. Or something like The Walter, in North Hills. Wishful thinking, but we only get one shot to do this right and I hope that The Fallon Company wants to deliver the best possible product. Still thankful, so please don't get me wrong.
