    Farmers in many developing and developed countries are facing very similar crisis. The govt promises to support cooperative and contract farming, banking, finance, insurance and subsidies. But the gulf between the many top down promises and actual performance on the ground keeps growing.

    This is an interesting exploration of the impact of organised or concentrated giving, on the community of commons. One strand could be to look at the expansion and direction the law was taking and it's impact on the community and the willingness and ability to give. The hypothesis would be that as the scope of the law expand, and its capacity as well as intention to micromanage deepens, the scope of voluntary interaction in the community will shrink.

    I would love to hear Andrew's thoughts on the opinion that the creation and use of AI/algorithms in and of themselves are not the danger we need to guard against. That the questions Who and Why it's being used will give us much better insight on the big picture and potential dangers. This technology is rooted in altruism, but it's innovation is fed by capitalism. I AM concerned of unintended consequences, but they, by definition (unintended, therefore unforseen and unanticipated) cannot be addressed , let alone rectified until recognized. We will always be playing catch up on this. We need to see smoke before we know where the fire extinguisher is needed. I am much more concerned of the very much intended manipulative functions utilized by the entities that fund the creation of these tools of exploitation. And that is only what I would call the fairly innocuous bombardment we experience from entrepreneurs and corporations A more concerning scenario is influence from outside sources that wish to influence on a global scale. The fact that the smartphone, the intended creation of which was to make meaningful connections easier than ever, has isolated us more than ever before. And made us more vulnerable to manipulation. Whole families would gather around the radio, then the television, sharing the same experience . AI and algorithms are tailored to you. Political issues, global events can (and are) presented to you from a perspective you statistically consume the most. Each person in your household receiving a version shaded in the colours and tones of the content they have consumed previously. This was a very long winded way of saying the technology is not the danger, the kind of tool humans may choose to make of it is. E= mc2

    Incredibly important work. Thanks for posting this! Follow through by citizens pushing for a set of governance solutions that really protect individual privacy and work in the public interest is essential to the future of our democratic republic in the United States. It would also be interesting to look at how to address this from the standpoint of the failure of anti-trust laws and their enforcement and the total failure of existing anti-trust laws relative to dealing with monopsony power.

      The farmers of the 1880s took the water from the Kings River Tule river Kern River. They grew wheat 🌾 and cotton.

    Erratum :). Orchestras usually have similar tickets/donations relations as Opera companies. However is the multiple experiences that the orchestras usually have that makes the orchestra more resilient or community welcoming comparing to Opera.

    You can control for income by using municipal budget, Al Bawsala (the national NGO Salih used as reference) did that, and they found that municipal budget did not affect transparency, it's a matter of political will About HR, in the case of the municipality of Tunis, it has a whole department devoted to access to information, however it is far from being transparent. In the interviews, your respondents said that the governor-mayor relation or affiliation affected investment (which is to be taken with a bit of caution, since political adversaries will tend to bash each other) it does not necessarily mean that it affects transparency. Since elected officials tend to be biased (which is the main challenge in every qualitative political science research), their responses should be confronted either with literature, or with interviews with municipal bureaucrats (that are also are biased in the sense that they will always try to say that everything is fine and dandy) All in all, very good paper, presentation and discussion 👏👌

      Dear Youssef, Thanks for your thoughtful comments. If I may ask, how did Al-Bawsala collect data on the municipal budget? I collected some data from Ministry of Interior's website- www.collectiviteslocales.gov.tn/%d8%aa%d9%81%d8%a7%d8%b5%d9%8a%d9%84-%d8%a7%d9%84%d8%a8%d9%8a%d8%a7%d9%86%d8%a7%d8%aa-%d8%a7%d9%84%d9%85%d8%a7%d9%84%d9%8a%d8%a9/ yet it contained the data only for the old municipalities (established prior to 2016). I could not locate the data on new municipalities. My observation is that governor- mayor relations have rather an indirect effect on investment to municipalities. While good ties with governors do not necessarily enable municipalities to increase their net income, it can enable them to channel some ministerial projects, such as a stadium or a youth center, to their municiaplity. what has been told me in different contexts is that a mayor implement projects with the governor and other regional officials if s/he has good relations with them. as a result they would need to rely less on the local stakeholders, which would affect the transparency of municipal workings. in contrast, if the governor is hostile to a mayor, the mayor needs to be a lot more careful in managing municipal affairs, as the governor can make a formal complaint about the municipality, or engage in other activities that would hinder the municipal workings. You are absolutely right about the potential bias of elected officials. a strength of my findings is that the dynamics that I discuss were outlined by mayors, council members and civil society members in different contexts and locations, such as Monastir or Gabes. I interviewed a governor and several administrative officials. One of the administrative officials that I interviewed in Kairouan indicated that the prior mayor had resigned because of the political differences with the governor. My interview with the governor also confirmed that governors have a certain degree of leverage on distributing the resources of the governorate. However, as I discuss in Q/A, partisanship is not everything. In a municipality in Sfax a mayor complained to me that the governor cut all his support to the municipality because the mayor was from Ennahda. 20 km away in another municipality a mayor elected from the Ennahda list said he had very good relations with the governor.       @@salihyasun4 - About Al-Bawsala data: they directly reach out to each of the 350 municipalities and ask for a set of documents (within which we find the budget that is voted locally each year), of course not every municipality answers, and that impacts its transparency index, however the information gathered by Al Bawsala is more comprehensive than that presented by the ministry of local affairs. - About the governor-mayor relationship and its impact on investment or the capability to implement projects is totally understandable, Only about 4% of the national budget goes to municipalities AND regional councils (that are managed directly by the governor), which makes municipalities lack the financial autonomy and implement projects of their own, and forcing them to rely on central government agencies for funding. That part is sadly true. However, central agencies do not fund projects, they fully implement them from start to finish, discarding even that said mayor. in other words, it's not a lack of transparency as much as it is a lack of communication and coordination between the different levels of government, and I think it is due to the organizational culture present in the different agencies. Some agencies, bureaucrats, ministries look down on municipalities and actively keep them out from the discussion circles. - To illustrate this even further, I did a research on coordination between state and local actors and the state of their coordination, what I found out was some national administrations (such as the ministry of interior, finance, local affairs) adopt "hierarchical coordination mechanisms" when dealing with municipalities, especially when there's a difference in political stand points, which is unacceptable to some elected officials, since they are 1- elected and 2- officials, so that ends up clogging cooperation and ending any collaboration. Other administrations however (such as the ministry of culture, sport, women) seem to have grasped easily the new prerogatives and powers given to the elected councils, an adopt "network coordination mechanisms" - one last thing, I would like to congratulate you on your amazing work, especially with the ever-changing political parameters, affiliations in our national political scene. It must have been hard to even track who's who and with whom... and you gracefully managed to do that! Your research will certainly help the Tunisian and international research community understand what's happening and act as a stepping stone towards even more findings!!
