Looks like machine doubling and/or die deterioration. Also, the lights on these microscopes are meant for circuit board soldering. With coins it causes a bunch of weird reflections that make stuff appear raised or incuse when they aren't. All you should need is one bright lamp and a 10× loupe for these.

It was from an old set I got from my father with other bicentennial coins. If you look forward half a dozen shorts or so, you'll see it in the set I am talking about. Also, 90 percent sure it isn't it anyway. Just a real nice 1975 P business strike.
