Harley needs the right timing to use, so he actually isnt that easy to use. But he is really fun tho, I reccommend him lol

Is not that the healing isnt great. Her healing is actually good, her ult removes anti healing. Her ult can be game changers, yeah. But the problem is that the skills are to slow, her kit isn't great, 2nd skill is really weak. If I compare Diggie or Estes 2nd skill. Floryn stand low.
Forgot to mention floryn can be countered by many heroes that can make her ult pointless.

Its quite expensive though. Usually i build hunters strike for the movement speed and penetration. Bod however, requires more time to get the effects, meaning i have less advantage in early.
