It is, you can spawn it in priv servers with the admin panel.

Stronghold 5-5 is an infantry squadron. Although they are the best of the best of Dominia's soldiers, it would not make sense for them to pilot a heli nor control a tank or APC because they are not trained to pilot neither

in your private server you should have a sandbox admin panel thing in the bottom right next to your setting and stuff. the helicopter is called "grey_heli"
