Go to someone who fixes phones and tell them your ios is stuck on whatever ios you are on, they will connect your phone to itunes and do it should take 45 minutes
Solution: connect phone to iCloud on laptop and make sure you back up your phone so you dont lose anything, then you can update from your laptop all young need to do is simple connect a usb a to lightning from laptop to phone and go on iCloud to update.

Yes you need to connect your iphone to your laptop and use icloud to update but you need to backup your phone
