So, you can get a boat to Badagry, from Badagry, get a vehicle to the Seme Border, where you can stamp your passport. Then, continue the journey by road, to Porto-Novo or Cotonou. Then, you're legal, you will not have any issues.

Do NOT take the boat from Lagos to Porto-novo, especially because there's no immigration point, when you get off the boat in Porto-novo. This means, you will not be able to book a hotel in Porto-Novo or Cotonou, as you are supposed to present your travel documents to secure a hotel room or any other accommodation. You will also not be able to cross the border from Benin, into Togo, as you will have no stamps in your passport that shoued that you entered Benin legally. So, if you want to experience the boat trip, take the boat from Lagos, to Badagry. Then, get a vehicle from Badagry, which is not far from the border to the border into Benin, where you can then get your immigration stamps. Then, you will have no issues, when you get to the Togo border.

You can either change your money on the black market in Nigeria, or you can change it when you get of the boat in Porto-no, but the rates will be worse!
