Hey, Thank you🙂 As of today, you can do the license only if you have TRC(But things change very quickly in Vietnam) and as far as I know only DC MOTOBIKES can help you with the full process(Theory + Practical test). I suggest to contact them and ask them in order to get more details. I know for sure they had customers that don't live in HCMC, so I believe you don't have to live in HCMC in order to get service from them. Just contact them to get more details.
