Plenty of english speakers can roll their Rs. It's just that Ogre isn't said with a rolling R, therefore the confusion starts.

Then why is the imperial system defined by metric?

Metric was invented in the late 1600s, but was met with a lot of suspicion and pressure and wasn't really used at all until France decided to use it just before the turn of the 19th century. That said, Imperial is much much older than Metric and was used by the Romans. European countries mostly adopted it so that it was easier to trade with each other, but the US felt no need for it and wanted to keep a respectable, but obvious distance from Europe for a while so adopting something like that was out of the question. Metric was proposed as the replacement measurement system at some point in the 1970s but was vastly voted against because by that point, Imperial was ingrained in everything in the US and people just didn't care to try bothering with another system.
