The problem of Bihar is the problem of India. Similar is situation in other states albeit on a lesser scale. Successive govts at states and centre have failed to create local employment,factories etc. most factories I India are in 3-4 states and there too in few clusters. The factories and production has to move at each district level to begin with. Require coop of all , people, govt,business and administration
