I am sorry for very late reply, Normally you can enjoy snow in Tbilisi between Dec to March but is not sure because in Tbilisi snow fall is not that often. If you are foreigner and want to travel with Family, you hire either rent a car (with or without driver) or you can go by bus (in Georgia it is called Mashutka) which start from "Didube" (Central line metro and one of the major bus station). Bus is cheapest option.

@Deep It was in mid of Dec but snow can be any day. So I strongly suggest you to check weather forecast before going there. Because it is not fixed that every year on same period or days there will be same amount of snow. Please check weather before planning to visit.

In Georgia December month you will feel chilled weather. Tbilisi, Batumi and Kutaisi will be little better in compare to other cold places. But if you really want to enjoy winter trust me, you should visit hills and snow area. Even temperature will be low but you will not feel it. Everywhere inside buildings, there are always heaters and temperature is well-maintained. You need good quality warm jackets for you and your kids. But then only you can enjoy the real beauty of Georgia.
