Garak knew he was going to kill the ambassador straight from the get go, knew what he needed to give the Romulans suspicion. Garak never used any operatives. Most likely Garak had a suite of plans in the event Sisko finally got around to playing for real. But he knew the best way to get Sisko to go all in hard, he needed to play on the emotions. The forger was also just window dressing, again, to see if Sisko was truly dedicated to do what needed to be done. And in the end, it is to make sure Garak has a level of "blackmail" against Sisko. as stated during his epic beat down.
