Hello! ATC4 for android needs a VPN to get into the japanese play store, and you can download it there. (it is a paid game after you download it but you can play the trial for 30 minutes.)

ATC4 Android is only available in Japan, you may get it with a VPN if you like or whatever. But you'll have to pay for it in Japanese Yen to play permanently, if you don't you only have a 30 minute trial that can only play stage 1.
