Your observations are correct, same in other parts of Savannah and other nearby subs., electricity and internet is not %100 reliable either, I think this is how it is here - normal, unfortunately. There is a new supermarket just outside the main entrance to Savannah, but probably not walking distance for most people. Yes, that is a good point. As you say, right now the structures are beside the sidewalks and not on the sidewalks. Some of the paved areas are very wide. I think they will also need to provide basurahan, otherwise it will go in the river, when the vendors come. They have signs saying "No vendors allowed near the plant box area".... No problem. I think Roxas City would be a good choice for foreigners to live. Its small but growing and there is growing interest among foreigners. Ilonggos prefer SM and Robinsons even before pa. Wrong move sa Gaisano they have the best location especially in Lapaz area they should have reuse the space upstairs and turn it into hotel to drive more traffic sa area. Look at Atrium in downtown why their are still many traffic even their hotel rooms laging sold out.

On weekends, it's even more crowded, and businesses earn a lot. How do businesses there manage to pay monthly rent, Lods? Again they are good questions. This Gaisano ICC area appears to be much quieter than other parts of Iloilo. (That is bad for business but good for customers). There are big crowds in other places such as SM just across the road. I am an Australian expat, not a local. Perhaps some locals can answer?
