hello sir, i don't think your calculation on boundary element is correct, etabs only gives the length of the boundary element, the reinforcement provide by etabs which is 17844 is the main or total reinforcement across the length, the additional reinforcement in the boundary is get from balancing the tension and compression forces in the center of the wall.

only UBC97 allows to scale down the base shear of MRS while ASCE-10 or 16 only scale it up. No rule in EC8 for scaling of base shear.
