It's extremely safe. If the output of the reactor was to be put into a single steam jet, it would blow the meat right off your bones. But the cooling towers like this are so wide that they spread that heat over such a huge area that the "steam" out in the middle is probably way closer in temperature to a moderate fog. It's billowing very slowly upward because it has a slightly higher temperature than the air around it. Natural Draft cooling towers exploit something called the stack effect to use the heat's own intensity against it. The tall, curvy tower is carefully shaped to allow the hot air to rise up through it, while what you can't see is that below that mesh of sprinklers is a ring of air intakes. As the warmer air rises, it leaves a vacuum behind it, sucking in more air from below. This forces the heat to fight gravity and simultaneously do most of the work in pulling in more air to replace it, meaning that in Natural Draft cooling towers, no fans are needed. All you have to do is pump the superhot water from the reactor cooling circuit through the bottom of the tower, and pump the water in the bottom of the tower up so it can spray across the tubes and fall back down to the bottom. With two basic water pumps, some simple pipes, sprinklers, and a big tube, you can turn the rage of a nuclear reactor into a very gentle pure-water fog that just floats away and rains down somewhere else with zero risk of contamination or radiation at all. The house I'm designing right now has an integrated evaporative cooling tower for air conditioning.
