Did Austin end up passing this plan?
Yes! It was approved by Austin City Council in the fall of 2021.
What if the usual energy supply scenario is flipped - renewables considered as primary sources instead of "alternative" sources and coal and gas considered as "back-up" sources. Similar to your home utilizing on-site solar and AE wind power for typical conditions and having a residential size generator for blackout conditions. This means that coal and gas plants should not be shut down completely but be operated in a "stand-by" mode for quick response to peak demand emergencies like the February blackouts. Just for instance, if "stand-by" is 10% of typical operating capacity, then carbon emissions can be greatly reduced, by 90% in this proposed example. If the planet's ecosystem services have the capacity to absorb and dissipate a certain volume of carbon emissions per unit of time (say per day), then it is the RATE at which we are burning coal and gas every day that is the issue and by decreasing that rate we may be able to stay within the limits of ecosystem services to absorb our carbon emissions.
So stop using fossil fuels every day, you climate hypocrites!
