I get only 50 fps with same CPU and GPU. One more thing, MSI afterburner only shows 4 cpu instead of 8 like yours. I have hypter threading turned on.

i7 6700 is a little bottleneck a i3 12100 would be better
Only 40 fps? I thought a 1660S would handle atleast 60 or something. Also In the video it doenst look like 40 fps at all either.
think its a feature of the game, gpu usage 70 percent and it was capped at 40. just like in saints and sinners in combat the fps is capped at half usually
