I think you are getting a few things wrong. (1) independent contractors cannot pay shops commission, only a flat booth rent. (2) licensed employees can still be paid regular minimum wage, (3) sb490 says that licensed employees that get paid a commission must be guaranteed 2x minimum wage. I worked at a military base and was paid 2x minimum wage or 35% commission, and the chain shops in California no longer pay commission to their hair cutters.

When I went to state board they didn't care as much if you were a good cutter or not Because everyone knows you gain experience when your working in the salon. Also beauty school only teaches the basics. State board is all about sanitation, disinfection and client protection
