i think that build is good because it scales you better than having your 2nd maxxed, especially that game cause Radiant was ahead and there's no point trying to level it. With max wave Watson can clear creep wave faster then he runs to NC to farm more then vice versa. upping the stat also makes morph a bit tanky and adds a bit agi on the hero. I also saw Satanic- doing this build. i guess its better if you wanna scale fast, with max wave and extra stats you can farm faster, jumping from lane creep to nc then back to lane creep.

Because with the new update , on +2 update on all stats , morf gets +4 stats. Therefore , you max Q to farm , then put all points in stats.
