My headcanon for the Pico in Hellish Heights act is that Mr L gathered everyone and when they saw Pico they practically asked him to help free them from M’s control (in the original Secret Exit cover Pico did in fact free MX) and they would help liberate the others and break from M’s control from the inside
I like that idea, my hc is that M lets them out to stop pico from interfering with his plans
