why is food waste and food soiled paper still allowed in the garbage?

Right they leave trash all around the dumpsters for others to pick up. I've found people inside of the most gross filth you've ever seen with buzzards sitting on the dumpster they are in. Then they pile this trash up in their backyard until it overflows everywhere.

None of this is accurate. There is no Apply page that then lists all things we can apply for. I've spent over 30 minutes figuring out on my own how to create an account. These videos need to be redone or website updated to match the information here. This was an extremely frustrating experience trying to license my dog.
