John wrote and recorded this timeless classic after being inspired by a Bjork concert he went to which she performed with Matmos in late 2001 accompanied by a large orchestra and an Innuit choir from Greenland :) he mentions it in an audio interview 'John Frusciante Questions and Answers 2004' here on RUclips channel Cenitri. Good luck finding it because the whole thing is 159 minutes. Great insights though into this legendary artist.
Anne Dworak He mentions Bjork and Matmos, I found out the rest by googling the tour she did with them because it only happened once. It's probably possible to pinpoint the exact show John attended because he basically went home and wrote this so my guess would be LA :) you can imagine the musical genius recording it on the 4-track over the next couple of days.
