I wonder if the employer was disappointed that nobody realized ahead of time that there *couldn't* be one red hat and two black hats. Because the premise is that each of the three men has an equal shot at the job, but that couldn't be so if only one man had a red hat, since that man couldn't possibly have guessed his hat color before one of the others did. So a really smart applicant would have known as soon as he saw black hats on both the others that his own hat was black, and wouldn't have had to wait for the others to hesitate.
